Abstract: The Navy is seeking solutions that enable warfighters to share tribal knowledge as efficiently as possible. Sonalysts�?T solution, the Peer-to-Peer Information and Education Resource (PIER), will increase warfighter effectiveness by providing sailors with the opportunity to learn from each other via a simple app-like authoring tool. PIER will allow the Navy to increase the distribution of tacit knowledge resident throughout the fleet and thereby capitalize on the collective intelligence of its men and women. PIER will be a highly usable wizard-like authoring system that will allow Subject Matter Experts (SMEs) to quickly, efficiently, and effectively develop a variety of performance supports. The PIER architecture will be designed to function on a range of traditional and mobile computing platforms. Robust design patterns will allow SMEs to document their lessons learned via specified knowledge-transfer documents. The PIER system will help SMEs to identify an appropriate job aid and then lead the SME through a documentation process. Bootstrapping questions and an analysis of the content will be used to define metadata tags and the information product will be placed in a temporary local data store. The chain of command can use vetting tools to assess the product and authorize its release.
Benefits: Sonalysts�?T proposed PIER system will result in numerous benefits for end-users, including maximized ease and efficiency through user-centered design, enhanced transition potential, and increased warfighter effectiveness. In addition, there is excellent potential for commercialization of this technology within the DoD and applicable secondary markets, such as commercial military simulation and training, content authoring tools, and medical systems maintenance. Within the military marketplace, PIER will allow services to capitalize on their tribal knowledge and turn it into actionable intelligence. This is of general interest across the military, thus a variety of training, doctrine, operations, and maintenance commands serve as potential transition targets. In the commercial sector, we feel the largest markets will be those with large, distributed workforces, primarily in the maintenance arena. For example, firms that maintain aircraft; medical devices; telecommunications networks; heating, ventilation, and cooling systems; and other complex and widely distributed electromechanical systems are likely to benefit from the ability to efficiently distribute the tacit knowledge that exists within its workforce. Most of these markets are already served by companies who specialize in producing content authoring tools (e.g., Adobe, Articulate, TechSmith, Trivantis). Rather than competing with these firms, it may be wise to license Sonalysts�?T innovations to them and employ their marketing reach.
